projects and in separate areas of SVN from the server.  The process for building server assemblies
currently requires all the plugins to be within the same parent maven project.   Based on
that limitation the console and extensions need to be copied into the server project.   If/when
the build and assemble process can be enhanced to span multiple top level maven projects they
can be moved back out into separate projects.
