Currently DayTrader defaults to a maximum number of users of 200 and maximum quotes of 400.
 If these values are changed and the server is restarted then the changes are lost.  Many
primitives rely on this information for performance testing.  To simplify the testers life
the configuration system will query the database for the cardinality of the current user and
quote population.  This value will become the default.  If the database is not populated then
the default will be set to 500 / 1000 and a warning message will be issued on the configuration
panel.
