I do believe that the devtools subproject is indeed the best place for it
given it's purpose and functionality, that said, here are some proposed
changes to the devtools subproject page.

Add a section identical to the existing 'Eclipse Plug-in' that contains the
 J2G Migration Tool

JBoss to Geronimo (J2G(link to is
a tool set built as Eclipse SDK plug-ins designed to assist in migrating the
sources of an application written for the JBoss application server or
written for Java 2 Enterprise Edition (J2EE) to the Apache Geronimo


   Sun JDK 5.0+ (J2SE 1.5)

   Eclipse SDK 3.3 with JDT Core Plug-in

   Apache Geronimo 1.1.1 and up

   Application written for JBoss 3.2 and up or J2EE 1.2 and up.

In addition to this, revamp the 'Downloads' section of the page to contain
the following:

*Eclipse Plug-in Latest Release - Version 1.2.0*
Version 1.2.0 of the Eclipse Plug-in has been released. The plugin can be
installed directly from within WTP version
by clicking on the "Don't see your server
link when defining a runtime in WTP.

Alternatively, the plugin can be also be installed via the update manager by
creating a new remote site pointing to<><>

The latest release supports deployment to Geronimo 1.1.x and all previous
versions. See the release
additional information.
