I would argue that it should go into the 2.1 stream.  If we have to rewrite code to migrate to 0.9, then we shouldn't break any user apps that used the 0.4.3 level we supplied in 2.0.  A third digit rev shouldn't break users apps unless we had no choice due to major server problems and changing Dojo levels just to be current doesn't register as critical in my book.....
