This was implemented a long time ago.  In rev 550551 I made the logic a little clearer.

I've decided that only allowing override in the geronimo-web plans is sufficient.  I recommend
that people use a single ear-wide geronimo plan with all the geronimo-web stuff embedded in
it so having a separate way to specify context-root directly in the geronimo-application.xml
seems to me like overkill and too confusing.
