I think this patch breaks the case where there is no web.xml file around. Also, I think the
right solution might be for Axis2 to check the namespace of the webservies.xml file and if
it is 'j2ee' namespace it should ignore it (or ignore the exception if can't check the namespace).
Also, since right now this is only Axis2 issue the code should go into Axis2 module and not
the common JAX-WS module.
