I took a look at the svn log and the orginal version of the file that 
was checked in from Bouncy Castle by David Jencks in Rev291352 on Sept. 
24, 2005 was marked as deprecated, so it doesn't look like anything we 
changed and its been that way since the 1.0 release....

BTW - Why do you care, given most if not all of this JCE and crypto code 
in util is no longer needed, since we have moved to Java 5?
