The NPE is caused by HandlerChainsDocument.Factory.parse(this.handlerChainsXML).getHandlerChains(); It is possible that this.handlerChainsXML is null, which is the case for the jaxws-war test as we didn't specifiy any ServiceRefHandlerChainsType for client. The patch will simply return null as there is no need to call HandlerChainsDocument.Factory.parse when this.handlerChainsXML is null.
