It turns out that tld files can also contain listener specifications and these listeners need
to be scanned for annotations and injections.  I think this is specific to jsp stuff so I'm
inclined to make a jsp module builder extension to handle this like the myfaces one.

I don't think we've gotten far enough with tomcat to know if there's a similar problem there.
 A MBE ought to work for both if necessary.
