Add a priority order to GBeanData to order attempted starts of GBeans.  GBeanInfo can have
a default.  GBean dependencies will still override the priority, in that a priority ordering
will determine the order in which we try to start gbeans, but one won't start until all its
dependencies have started.

This will probably be useful in several  contexts but right now I need to get the PersistenceUnitGBean
to start first so it can install the class enhancer before any classes are loaded.
