For a variety of historical reasons (mostly my attempt to demonstrate that it was possible
to run both jetty and tomcat at once in one g. instance) the tomcat plan sets the ajp port
to 8019 and the config.xml overrides it to 8009.  So, if you delete the override from config.xml,
you'll get the original value of 8019.
