You have two options.  If the plugin file alone is on the file system, you can use the deploy
tool:

java -jar bin/deployer.jar install-plugin plugin.car

In this case, the dependencies will still be downloaded.  If the plugin and all dependencies
are on the file system laid out like a plugin repository (with metadata and all), you can
use a file:/ URL to list and install plugins (either with the console or with the deploy tool).
