-1 on removing M1 until M2 is working.

Dain is working on integrating a large change for OEJB (he has an existing RTC outstanding)
and I 
think it would be unfair to tell him to stop working in trunk since he is being productive
now.  I'd 
rather wait until M2 is working to decrease the disruption to folks that are working in trunk.

If we need to suspend development activity to do the restructuring then that might make sense.

Based on my understanding of the issues its more organizing plugins and modules than restructuring

the directories at this point.
