When a newer version of the module is redeployed, the configuration of the newer module is
marked as load=false, even though the configuration it is replacing is not marked such.

1) unpacked server.
2) redeployed welcome-jetty  version 1.2 (by changing version number in plan to 1.2)
3) config.xml contains welcome-jetty 1.2 configuration now. (good)
4) welcome-jetty/1.2/car has load="false" (???)
