As we discussed this change will not impact the tcks.  It only includes the creation of the
minimal-tomcat-server, some new configurations for the unavailable* deployers, etc...   It
does *not* split openEJB from server and it does *not* clean-up or refactor any of the configuration
dependencies.   Those omitted changes will come in another jira   

With this patch applied we have an assembly called the minimal-tomcat-server but it includes
a bit more than necessary and is around 30meg in size.   However, it does get the function
in place so that we can add features that affect all assemblies (such as sharedlib) and will
not break the tck.
