I've implemented a Host gbean for jetty.  At the moment the only way to construct one is via
host and virtual-host elements in a jetty specific plan.  We still need a way to provide a
gbean-link to a separate host gbean for jetty.

As Jeff mentions this still requires more thought for tomcat.
