Actual problem, is that log4j.rootCategory=INFO, which blocks DEBUG or TRACE statements from
being created, even though the Console log level is being set to the passed in level.
A new GeronimoLogging setting needs to be created to track when the default logging level
is overridden by a command line argument, so Log4JService.setRootLoggerLevel() can be set
properly in Log4JService.reconfigure(), so the increased logging level is not lost when server-log4j.properties
is loaded.
