I don't see a problem with this except that if when parsing virtual hosts, if they belong
to 2 different host objects, the deployment should abort.  Also, do we need to worry about
synchronization issues? i.e.  If I have 2 web apps being deployed and they both try to create
a host object at the same time, I am wondering about the impact.
