Attempted to install applications in a Tomcat-only environment using the admin console and
simple deployment plans.  The app install fails w/o any error in the admin console.  However,
there are exceptions in the log.  Will attach them to this JIRA.  

The same scenario works fine when deploying via the cmdline.  

12/07/05 Update: Now seeing the same failure on Jetty.
