Even though the JIRA issue is created pointing to the inconsistent error message, the problem
actually is a side effect of "unable to add new user".  I think this issue should be fixed
in 1.0 since it affects the very basic functionality of adding users to the console realm.

name.  The portlet is just catching all exceptions and reporting this as a duplicate name
error.  It would be nice to make this a little more granular.
