modules/assembly copies stuff from the tomcat module to the target assembly.  Instead, pack
this stuff into the geronimo-tomcat jar and provide a gbean to install it if not already present
on startup.

I'm putting the gbean in the tomcat module even though there is nothing tomcat specific about
it.  Any ideas on a better place?
