Currently there is no real good way for a client (ex devtools) to determine when the server
has completed its start up.  At the moment a similar logic to the waitForStartup script is
being used to test for the RuntimeDeployer to be started.  I don't like this because I end
up triggering a deploy while the sever is still starting the remaining configurations.  It
would be helpful to have an api on Kernel to query wether all configurations have finished
started.  I could check the state of all the configurations in the config store but I think
it would be much easier to provide something on the server side to set a flag after processing
all configs.
