Eclipse contains platform specific libraries for each supported platform.  So downloading a win32 image won't give you the linux libraries and vise versa.  So for the POM, dependencies on these need to be handled so that it doesn't have to include each library needed for everyplatform.  This should be resolvable using conditional dependencies.  So if I build on linux the swt native library dependency will point to the linux lib, and not the win32 lib.
