Sorry... you will also need to point to your eclipse install plugin 
locatioin (which needs to include WTP and its required projects (etc.. 
EMF, GEF...)

maven -Dgoal=jar,jar:install multiproject:goal 
-Declipse.home.plugins=C:/eclipse/plugins/
