If I understand correctly you want a way for each portlet that lists configurations to be able to filter the configs they list (system/user/both). This is easy enough to add. The problem is, how do you know that a config is part of the System? Do you use a naive filter where all configs whose ids start with "org/apache/geronimo/" are system configs and everything else is a user config?
