Derby allows for the creation of database to be implicit in the connect URL and then alteration
of some properties using SQL statements or properties files. It would be useful to wrap all
of that in a GBean so that it can be exposed to managment.

This would allow someone with access to the management console to create new databases or
drop old ones, or to tune database parameters on the fly.
