Require a special flag to indicate that you believe the server is offline.  If that flag is
not present and the deploy tool cannot connect to the server, it will error out.

Currently, if you run the server on a non-standard port, and then run a distribute command
without a connection URL, it will conclude that the server is not running and try to run offline
(and start a new kernel and touch the same config store and all)... that's just unpleasant.
 Better that it knows you meant to be online and aren't, so it can give you an error.

On a related note, it would be nice to be able to provide a port for the default Geronimo
connectivity without needing to provide the whole (quite ugly) URL.
