	Until we get rid of the SNAPSHOTS, we can only guarantee a) for a
short time.  Our last milestone was still "current" what, 8 months after
release?  It was valid for a while after we built it, but I assume the
SNAPSHOTS have broken it by now.

	I'm not sure it's realistic to remove all SNAPSHOTS for M4 without
redistributing other projects' work (note the cglib issue, for example).  
Though, if we want to claim it passes the tests, we'll have to check in
binaries or something for TCK testing, since nothing would prevent a
SNAPSHOT dependency from changing after TCK testing but before build for
release.

don't think anyone is going to convince anyone else of anything at this
