I don't think that's a good solution.  For one thing, in many cases you might want to create
several items.  For example, how many disabled LoginModules would you add to a security realm
configuration to allow fo future additions?  For another, why is it better to have a bunch
of empty unused stuff that will be modified in the future, rather than just adding new stuff
as it's needed?
