Many of the source files included in the console have an Apache copyright and license statement
in a header comment.  Yet the included COPYRIGHT file at the top level states:

The following copyright notice(s) were affixed to portions of the code with which this file
is now or was at one time distributed and are placed here unaltered.

(C) Copyright 2004, 2005 International Business Machines Corporation.  All rights reserved.

The "all rights reserved" is particularly disturbing.  Is it OK to just drop that file when
importing the code into Geronimo?  Also, I'm not sure what to do with the NOTICE:

Portions of the Geronimo Console were orginally developed by International Business Machines
Corporation and are licensed to the Apache Software Foundation under the "Software Grant and
Corporate Contribution License Agreement", informally known as the "IBM Console CLA".

Does that file need to be preserved for the imported code?
