The IBM jaxrpc mapping generator likes to produce  redundant unneccesary type mappings for
built in simple types such as 

    <java-xml-type-mapping>
        <java-type>java.math.BigDecimal</java-type>
        <root-type-qname xmlns:rtq="http://www.w3.org/2001/XMLSchema">rtq:decimal</root-type-qname>
        <qname-scope>simpleType</qname-scope>
    </java-xml-type-mapping> 

The spec doesn't appear to mention or prohibit these.  In the interests of portability we
should ignore these rather than objecting to them.
