Added TransactionContextValve to manage the transaction context.  The TomcatWebAppContext
now handles UserTransaction.  TomcatModuleBuilder now supplies the proper contexts and OnlineUserTransaction
objects to the TomcatWebAppContext.  The builder needs to have the component context properly
configured and this should be complete.
