Done.  If javax.security.jacc.policy.provider is declared, it overrides 
the policyProvider attribute.

If both policyProvider and javax.security.jacc.policy.provider are null, 
then it uses the default GeronimoPolicy.

I do not want to close this yet as support for other providers is 
sketchy at this point.  Alan and I are currently working on getting this 
done shortly.
