They were not all improvements. Some of them were bug fixes, some of them were changes in
the documentation. All were carefully laid out and patches generated in order to be able to
fix those issues.

Closing a bunch of bugs as duplicates to have an uber-bug is not a sensible way to perform
bug tracking. You lose information regarding what the bug was about, various patches and test
cases that were submitted, including what directories new test cases were supposed to be located
in as commented in the individual bugs.

Closing a bug as duplicate and then not explaining that (a) they are being consolidated into
an uber-bug, or even (b) relating them using the 'link issue' feature is absolutely pointless.
You might as well close all remaining bugs in Apache and have 'Apache J2EE improvements'.
