How about putting them in src/conf/META-INF and adding the right thing 
to the project.xml

   <build>
     <resources>
       <resource>
         <directory>${basedir}/src/conf</directory>
         <includes>
           <include>*.properties,*.providers</include>
         </includes>
       </resource>
     </resources>
   </build>
