Description:
When getting the twiddle/*.conf, it gives an malformedURL error  at

 url = new URL(urlspec); line 701 of Strings, method toURL.

If I change to twiddle/geronimo.conf, the error change to StringIndexOutOfBoundsException
exception, since the glob string (geronimo.conf) has no "*".

int i = glob.indexOf("*");
final String prefix = glob.substring(0, i);

I hack it so I could make it work :

if (baseURL.getProtocol().equals("file")) {
            // only can glob on file urls
            return new URL[] { baseURL };
        }

took off the "!" before baseURL.

jason is aware of the problem.

BTW, shouldn't have a twiddle component for registering bugs? I did it at core instead.
