I think I finally have a solution for this, though I am not sure it is the best or easiest
solution.  From digging around I found that if I install a RMIClassLoaderSpi instance which
translates/normalizes the codebase string, then delegates to Sun's impl that everything seem
seems to function fine.

The down side is that the spi impl class must be on the system classpath and that there is
translation time overhead when loading classes which have a non-null codebase.

Stupid RMI folks, should have used a different delimiter for urls in a codebase string, or
better yet did away with the codebase string and forced a URL[] to be used.

Description:
I changed DeployURL to check file URLs and "normalize" them.  This solves the spaces in path
error Jason was witnessing.
