Even for new users, they will see the deprecated option if using tab complete. So for completeness
I think that it should also show up in help if only to say it's a deprecated option and is
a synonym for {{--if-not-exists}}. Point of reference: the deprecated {{--skip-if-exists}}
option does show up in the help for {{create region}}. We should strive for a level of consistency.
