resolver to all colocated regions"

These are not true statements. First of all it can make sense to not have a resolver on your
top-level/central/parent region that the other region(s) will be colocated with. Instead you
may just want to add a resolver on each of the regions colocated with it and have them resolver
based on the parent region's keys. Second of all, you can have different resolvers on colocated
regions. Each of these regions may have a different type of key and you make want a different
resolver implementation of each type of key. This is allowed.

The only requirement I have been able to find is that for a single partitioned region (colocated
or not) it must be configured with the same resolver class name across the entire cluster.
