If I start a locator and then try to deploy a jar file I get the following error message:

gfsh>deploy --jar=/path/to/some.jar
No Members Found
{noformat}
The behavior desired is that the locator should store the jar file, so that when members are
started they can get this jar from the locator (through cluster configuration). This behavior
is desired for adding security callbacks to the servers, as they are being started.
