Found that internally, the region is stored as {{service=Region, name="/region-name", type=Member}}
and the query to find it is not placing quotes around the name.

Conversely, non-hyphenated regions do not contain quotes.  E.g., {{service=Region, name=good,
type=Member}}

The mechanism that added quotes during creation is not being triggered when destroying, therefore
the lookup fails.
