Bruce, could you also update the release instructions <https://cwiki.apache.org/confluence/display/GEODE/Releasing+Apache+Geode>
to clarify when the serialization version should and should not be bumped?  The existing instructions
say always bump on every release.

There is a separate thread going on serialization version spacing.  If spacing of 5 is so
extremely tight that using up even 1 in between prompts a dire warning, why not space them
more than 5 apart?  1.10 has not gone to RC yet so it might be easier to fix there.
