    Feature/geode 3049

    This request attempts to add logging for when the last copy of a bucket in a PartitionedRegion
is lost (we already log on loss of consistency and on every drop in number of copies, except
zero). To better be able to test this code, the surrounding logic was refactored into new
classes.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/nreich/geode feature/GEODE-3049

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/geode/pull/577.patch

To close this pull request, make a commit to your master/trunk branch

    GEODE-3049: Add warning on loss of all buckets in region
    
      * Add statistics for count of buckets that have no copies remaining
      * Refactor logic for keeping track of redundancy statistics into
        separate classes
      * Remove dependency of tracking on the PartitionRegionStatistics
        (since this can be turned off), but continue recording statistics
        to that location
