Subject Please be careful to commit only using Apache process

Assuming you will be using a review-than-commit (RTC) workflow, now that
the initial import is done, please be careful to commit only using Apache
process. You shouldn't just cherry pick commits from the old Gearpump
Github repo over to the Apache repo without having a community review of it
first.

If you are not planning to use a RTC workflow, that could be fine too, but
let's discuss first.

Either way, RTC or CTR is a very early ground rule to discuss on dev@,
establish consensus on, and then document for new podling members as they
come on board later.
