Are you using 0.5.1 or the 0.6-dev from SVN?

Have you followed http://forrest.apache.org/docs/your-project.html
and http://forrest.apache.org/build.html ?

On the commandline, what do you get when you type each of these:
echo %JAVA_HOME%
echo %FORREST_HOME%
echo %PATH%
