Normally the Catalog Entity Resolver in Forrest would be
used to get local copies of the DTDs. Because of issue FOR-255
it is trying to go to the Apache website.

No. Everything is okay (and thanks for doing that).
Using 'ngrep dtd' there is only the traffic to get the
skinconf.dtd
