This was wrong. The file has not xdoc format. Simply 

<feedDescriptor>
   <feed id="BBCSport_UK">
  <url>http://news.bbc.co.uk/rss/sportonline_uk_edition/front_page/rss.xml</url>

</feed>
</feedDescriptor>

in a file named feedDescriptor.xml works.
