In $FORREST_HOME/plugins/build.xml file, the test for "java_exists" around line 90 is not
sufficient. The pluginTemplate now has an empty default directory stucture for "src/java"
with only a readme.txt file. So we get an almost-empty jar file. Need to test for presence
of files other than top-level readme.txt

Not a problem, just clutter.
