Maybe. See another test below.

Which gave an error:
...build/plugins/org.apache.forrest.plugin.output.pdf/pdf.user-config}

I tried the following ...
<user-config>{properties:content}../resources/fonts/config.xml</user-config>
which gave an error:
...build/plugins/org.apache.forrest.plugin.output.pdf/content}../resources/fonts/config.xml

So we can see that the opening "{" and up to the ":" are processed.

I am not sure what is doing this processing. Perhaps the LinkRewriter block.
