I did (reflecting the java version) 
mkdir 1.6 1.5 1.4 
and tested with jetty 6.1.1.
In all three dirs I seeded a forrest project with the corresponding java version. 
I changed the java version BEFORE I seeded!

1) 1.6 - fails
forrest war fails with reporting issues with sitemap-v06.rng. 
I can remember a user mail about it, reporting as well errors with 1.6.
2) 1.5.0_07-b03 - ok 
All fine
3) 1.4.2_08 - ok
all fine

I am not sure why David sees this issue. Please try:
1) changed the java version BEFORE seeding
2) use 6.1.1.
